During that year the pennies transitioned from Copper to Bronze; the same year, the design of the Penny also changed significantly. Only 32,000 coins of the "old" type were struck with the 1860 year using the 1859 Copper blanks and engraving the 60 over 59 in the date. In comparison, over 5 millions of the new Bronze Penny type were struck in 1860 (and in the subsequent years quantities went up). The 1860/59 is by far the scarcest of the popular Victoria Pennies.
